Born in Nagano Prefecture in 1973. Graduated from the Faculty of Environmental Information at Keio University and completed the Graduate School of Media and Governance at the same university. Earned a PhD in Media and Governance for the study of land cover change detection methods through spatio-temporal analysis of time-series SAR images. Specializes in research on disaster resilience utilizing information. Currently holds multiple positions including the director of the Disaster Information Research Division, a professor at Tsukuba University (Collaborative Graduate School), the president of the AI-BOSAI Council, and the president of the BOSAI-DX Public-Private Collaboration Council. In times of disaster, manages the ISUT (Information Support Team) to facilitate information sharing between governmental and local disaster response headquarters and active organizations.
